Testimony of Institutional Harassment and the Violation of Fundamental Rights in Madridt

Introduction

​The account I am about to share is not merely a personal experience; it is a chronicle of a systematic violation of fundamental and constitutional rights. Since leaving Yepes in early August 2025, my life has become the target of an ongoing surveillance and psychological torture operation involving various state institutions and private actors throughout the city of Madrid.

​I. The Onset of the Siege: Hostels and Illegal Surveillance

​For over four months—from August to mid-December—various hostels in the capital became my place of residence. What should have been a transitional period turned into a theater of constant harassment, primarily coordinated by the National Police, with the active collaboration of the Civil Guard and Local Police.

The Modus Operandi:

This harassment did not only originate from uniformed officers but from a complex network of collaborators:

  • Exploitation of Vulnerable Individuals: Migrants were recruited through promises of payment or benefits to carry out surveillance and stalking.
  • Complicity of the Service Sector: Reception and cleaning staff at these hostels facilitated the illegal searching of my luggage and the installation of audio and video surveillance devices in my rooms.
  • Framing Attempts: These individuals allowed drug-addicted persons (“mules”) access to my private spaces in an attempt to set traps, plant evidence, and smear my character, aiming to invalidate any future legal action regarding these constitutional violations.

​II. The Weaponization of Social Services

​A critical turning point in this persecution occurred at the social services center located on Canarias Street. Under the direction of an individual named Julio, the center became an extension of the police operation.

​Several employees, along with regular users who were revealed to be retirees from the Civil Guard and National Police, coordinated defamation and surveillance campaigns. This harassment did not end upon leaving the building; it extended to my daily commutes on the Madrid Metro and Cercanías (suburban trains), where the stalking was suffocating.

​III. Critical Locations: Hostal Acacias and Motion Chueca

​During my stay in different accommodations, two locations stood out for the intensity of the harassment:

  1. Hostal Acacias: Here, I personally overheard alleged guests planning setups to incriminate me in crimes such as theft and drug trafficking. Constant reports of my daily activities were shared among the staff.
  2. Motion Chueca and Plaza Zerolo: This was perhaps the most flagrant case. In Plaza Zerolo, a “film or series production” was staged as a facade to mask a physical and psychological siege.
    • Infiltration: Undercover agents posed as guests in my assigned room.
    • Key Actors: Individuals such as “Antonio” (of Dominican origin) and employees like “Javier” and his partner operated in direct coordination with nearby police stations to rotate personnel and maintain 24/7 surveillance.

​IV. Psychological Torture and Sleep Deprivation

​The operation even involved municipal cleaning crews and employees from subcontractors such as Serveo and Transag. During the early hours of the morning, they initiated psychological torture tactics by loudly discussing intimate details of my private life, my family, and my friends.

​This involved sensitive information that, in theory, only intelligence agencies should possess. “Fake guests” were used to slam windows open or generate constant noise with the sole purpose of interrupting my rest and breaking my mental resilience.

​Conclusion and Public Denunciation

​I have previously detailed this modus operandi on social media, identifying the participation of alleged former CNI (National Intelligence Center) members and other state agents. This situation not only affects me but also threatens the safety of my family and acquaintances.

​I am publishing this testimony to document the gravity of these violations of human rights and individual liberty. A democracy cannot allow its institutions to be used for the systematic siege of a citizen.
